Job Title: Deputy Department Director, Communications Grade: MGT G Annual Pay: $127,092/YR

Location: Washington, D.C.

Purpose:

Serve as the deputy to the National Communications Director in overseeing and synchronizing SEIU communications department's initiatives, workload, management, operations, and budget. Directs coordination of work among communications department teams. Assists the National Communications Director in ensuring each team's work optimizes the priorities and core agenda of the union. Handles administrative management for the department such as personnel, budget, and operations and manages creative and digital teams.

PRIMARY RESPONSIBILITIES:

  • Serves as deputy for the National Communications Director in overseeing development of SEIU's brand, public messaging, and implementation of public messages through earned and paid media, the Internet, allies, and public forums.
  • Working closely with the National Communications Director, oversees cohesion and coordination of SEIU's communications department's teams to ensure that all work is coordinated on messaging and implementation.
  • Assists National Communications Director in overseeing work of all staff to ensure high quality standards, best practices, and consistency of message throughout the International union and the affiliates. Manages performance review process for managers and assists managers in managing the review process.
  • Works closely with the National Communications Director to develop the department's annual budget and oversees operations staff who track department spending.
  • Ensures that metrics for performance and impact are tracked regularly and that audience growth and engagement is on par with goals
  • Serves as surrogate for the National Communications Director in a wide variety of settings including in running communications staff meetings, in sitting in or executive meetings.

Administrative Management

  • Serves as primary deputy for the National Communications Director in directing administrative management functions of the department including directing personnel actions and the work of hiring managers, related to recruitment, hiring, retention and staff development and firing.
  • Serves as primary deputy for the National Communications Director in overseeing work of the staff to develop and manage the department's budget.
  • Works with other senior SEIU staff to manage the union's internal and external programs and administration.
  • Performs other duties as needed in support of SEIU's goals and mission.

Contacts:

Must be able to represent the International Union with local leaders, members, staff, and outside organizations utilizing independent judgment and the highest level of professionalism.

Interfaces with highest level organizational and external contacts, including:

  • SEIU officers, division and region leadership, International senior staff, project and program managers, local union officers and local senior staff.
  • External: news media, politicians, government officials, officers and staff of partners and allied organizations.
  • Vendors: consultants, pollsters, freelancers, video and multi-media producers, design and production companies, advertising agencies.

Ensures that sophisticated choices are made about appropriate vendors and support services.

Direction and Decision Making:

Reports to the National Communications Director and works with extreme independence.

Must be able to work with International and local union elected leaders and senior staff in complex and sometimes politically sensitive situations.

Must have demonstrated ability to manage own work and work of others without supervision.

Requires a high level of judgment and ability to take initiative and work independently.

Must use a high level of judgment and discretion in resolving problems within the Communications Department, the division, and throughout SEIU.

Must maintain the highest level of confidentiality in handling SEIU affairs.

Must be able to handle multiple “priority” projects simultaneously and set and meet deadlines, and ensure that staff team does the same.

Education and Experience:

Bachelor's Degree in communications-related field preferred; ten (10) or more years of experience in communications or related work, including at least seven (7) years managing strategy, planning, and program development, or a combination of education and experience that would provide for the following knowledge, skills and abilities:

  • Experience developing and implementing strategy on a wide range of campaigns, including organizing, contract, political, and legislative, as well as experience working with community allies.
  • Thorough and extensive knowledge of media relations strategies.
  • Thorough knowledge of electronic and print media systems. Knowledge of advertising techniques and familiarity with all aspects of literature, audiovisual, and online production process required.
  • Excellent writing, verbal, and analytical skills.
  • Demonstrated capacity to continuously develop knowledge and skills related to use of rapidly changing technology.
  • Knowledge of unions or other advocacy organizations.
  • Skill in the use of personal computer including Microsoft Office Suite.

Physical Requirements:

Work is generally performed in an office setting, but job may require work in the field or in other settings to perform the tasks required to complete assignments. Must be available for frequent travel with overnight stays. Long and irregular hours.
